The one way the central government can pay a tribute to his courage is by
immediately bringing to Parliament the draft Whistle Blowers’ legislation
that’s been pending for 24 months now. The Bill was prepared by Justice
Jeevan Reddy to afford protection to whistle blowers like Dubey. The US
already has such a law. This creates an independent authority where whistle
blowers can send their communications. Total confidentiality is built into
this mechanism. Dubey might have lived if such a system had existed.
Unfortunately, neither the PMO nor any other government authority has
responded on these lines a full fortnight after Dubey’s killing came to
light. It is now for all of us in civil society to bring pressure to bear on
the government.
How many more Dubeys?
